Tourist spots in South Andaman to reopen with immediate effect

 The Andaman & Nicobar administration has announced that all tourist spots in the South Andaman district will be opened for tourism activities with immediate effect. The authorities have added that tourists will however, have to abide by the strict COVID protocols, and follow COVID appropriate behaviour. As reported earlier, the authorities had announced the reopening of sound and light show at the Cellular jail, museums, and NSCB island for tourists.

Meanwhile, District Magistrate of the South Andaman District Suneel Anchipaka in the official order released by the island UT, announced several other relaxations in COVID guidelines, such as allowing political, social, entertainment, sports, religious, cultural, and festival-related gatherings and congregations. As per the reports, all playgrounds, parks, gyms, stadiums, and yoga institutes have also been allowed to reopen, whereas night curfew has also been revoked with no restrictions in place. Reportedly, the order has been put into effect immediately and shall remain in force till further notice.

In the second week of January, the Andaman and Nicobar administration announced closure of all tourist spots in view of rising Omicron cases. However, last week, the authorities announced reopening of tourist spots at 50% capacity, and announced specific operational timings for tourism activities.

As regarding entry requirements, all arrivals above two years of age, including those who are partially and fully vaccinated landing at the Veer Savarkar International Airport in Port Blair, will be required to provide a negative COVID-19 test report that has been taken within 48 hours before departure.

Apart from this, all arriving passengers with a history of foreign travel in the past 30 days, as well as partially and unvaccinated passengers will undergo RT-PCR on arrival, and will have to be isolated until the test results are released. And, if anybody on arrival is tested COVID-19 positive, they will have to follow prescribed quarantine protocol.

Direct international flights to Bali resume for the first time in two years

 Direct international flights to Bali have resumed for the first time in two years as Indonesia opens the resort island to foreign travelers from all countries, but mandatory quarantine remains in place for all visitors.

Officials had said in October that Bali would welcome foreign arrivals from 19 countries that meet World Health Organization criteria, such as having their COVID-19 cases under control. But there were no direct international flights to Bali until Thursday, when Garuda Indonesia operated its first such flight in two years from Tokyo.

Singapore Airlines will introduce a regular direct route to and from Denpasar in Bali starting Feb. 16, said Taufan Yudhistira, the public relations manager at Bali’s international airport.

Fully vaccinated travellers need to quarantine for five days in a hotel or on a liveaboard boat certified by the Ministry of Tourism and Creative Economy, and travelers who have received one dose of COVID-19 vaccine must quarantine for seven days.

Indonesia reported 27,197 new coronavirus infections and 38 deaths on Thursday in the latest 24-hour period. The country has seen more than 4.4 million total cases since the pandemic began.

The country’s latest surge in cases, driven by the highly transmissible omicron variant, has mostly been concentrated in Jakarta, but in recent days infections have “increased significantly” in Java and Bali, said Coordinating Maritime Affairs and Investment Minister Luhut Binsar Pandjaitan, the government minister who leads the COVID-19 response in Java and Bali.

Australia to allow foreign tourists by Feb-end after two-year lockout

 Australia may open its borders to foreign tourists by February end after a hiatus of almost two years due to the coronavirus disease (Covid-19) pandemic, local media reports said. The Herald Sun reported Sunday that the government could announce it as soon as Monday following a meeting of the national security committee.

A government minister told a TV news channel that the government plans to open the borders to overseas tourists as soon as possible.

“We are getting ready to open as soon as we can,” home affairs minister Karen Andrews told ABC TV in an interview. “We don’t have all the information we need to be able to take the decision, but we are very close.”

The hospitality sector in Australia has been hard-hit due to Covid-induced border restrictions and lockdowns. Prior to the pandemic, the tourism industry generated over $84.9 billion in annual revenue, according to Tourism Australia. The annual revenue was down by 41% in 2020-2021, the first year of the Covid-19 pandemic.

The industry employs a significant 5% of the Australian workforce.

Meanwhile, an international coalition of travel-related organizations called on the US government Wednesday to stop requiring vaccinated passengers to present a negative Covid test before boarding US-bound flights.

"Travel and aviation's recovery is dependent on the government taking steps to remove travel restrictions that are no longer justified by current circumstances," the group argued in a letter addressed to White House coronavirus response coordinator Jeffrey Zients.

Among the 29 signatories were the main advocacy organizations representing Asian, European and US airlines, as well as the US Chamber of Commerce and the US Travel Association.

The leader of the group, Airlines for America -- which represents major US carriers including American Airlines, Delta Airlines and United Airlines -- posted the letter to its website. The three companies recently noted that the Omicron variant would delay their recovery by one to two months.

Clearly Covid is widespread throughout the US and attempts to control its importation via air travel under today's circumstances are unlikely to change that fact," they argued in the letter.

E-Passports Will Be Rolled Out In 2022-23 To Enhance Convenience, FM Says

 Finance Minister Nirmala Sitharaman announced that e-passports will be issued in the years 2022-23 to ease international travel. Sitharaman made the announcement while she presented the Union Budget in Parliament.

The Finance Minister said that the issuance of e-passports will be rolled out in 2022-23 as it will make the process easier and more transparent for both the government and the travelers. The e-passports will use Radio-Frequency Identification (RFID) and biometrics for identity verification.

The concept of e-passport is not new and the idea was first announced by S Jaishankar in his first address in 2019 as foreign minister.

Sanjay Bhattacharya, secretary in the ministry of external affairs, had recently informed that the new e-passport will secure biometric data, and also be in line with the standards of the International Civil Aviation Organisation (ICAO). At present, citizens are given printed booklets at the time when passports are issued.

The e-Passports booklets are embedded with an electronic chip to enhance security and to improve the level of identity verification, according to the government website on the smart card operating system.

The overall time required for issuing passports is set to reduce along with addressing current delays in police verification by ensuring information passes electronically from a centralized database to which all relevant authorities would connect.

The e-Passport will enhance the security of passports, eliminate duplication, eliminate data tampering, and will be used by border control authorities for monitoring the entry and exit of passengers.

Curbs on Mumbai, Delhi flights to Kolkata lifted

 Airlines officials on Monday greeted the state government’s decision to remove restrictions on flights from Delhi and Mumbai to Kolkata but said that normal operations would resume only from Wednesday or Thursday onwards as changes in schedules required to reinstate the flights would take some time.

However, there is a damper with fresh restrictions being issued on air travel between Bengaluru and Kolkata. Flights from the country’s IT capital will be allowed only on Monday, Wednesday and Friday. There are around 18 daily flights operating between Bengaluru and Kolkata.

“This is a huge relief for passengers as they will now be able to travel directly between London and Kolkata. The flight on February 13 has 75% occupancy. This will go up further now that the direct route has been restored,” said an AI official. Sources said they would take a call on bringing in the flight even earlier on February 6 if they could manage a decent load within the next couple of days.

Officials of AI, along with IndiGo, SpiceJet, Vistara, AirAsia India and Go First rushed back to the drawing board after the state announced the relaxations in a bid to check out how many of the 40-odd flights that they operated from these two cities to Kolkata can be reinstated and how fast. “Between mid-December and January-end, flight count has halved while passenger figure is down by 60%. But we expect a steady rise in travel demand from February and that should translate to more flights. In any case, Delhi and Mumbai being the high density routes should see most of the flights back in operation. But they are unlikely to happen on Tuesday,” said an airline official.

As Covid cases had increased in the run-up to the third wave, the state government had restricted flight arrivals from Delhi and Mumbai to only three days-a-week — Monday, Wednesday and Friday. According to Kolkata airport director C Pattabhi, on these days, Kolkata airport has been getting around 200-210 flights with passenger count around 24,000. On the remaining four, the flight count is down to around 190 and passenger figures around 18,000. In contrast, the airport was catering to 390 flights till mid-December with around 50,000 passengers travelling daily.

“This is a sure shot signal of return to normalcy. As the choice of travellers increases, they will be encouraged to travel more. Passenger count that had dipped drastically will quickly go up. It will also lead to resumption of holiday travel, both within the country and abroad. We are looking forward to a bright summer,” said Travel Agents' Federation of India chairman (east), Anil Punjabi.

Travel Agents’ Association of India chairman (east) Manav Soni said it indicated the government’s acceptance that we have to move with the waves. “This move will restore passengers’ confidence, ease pressure on the three days and bring down direct flight fares from Delhi and Mumbai to Kolkata by 20-25%,” he said.

Thailand Reopens To Quarantine-Free Travel

 Thailand has reopened its Test & Go program for vaccinated travelers to be able to bypass mandatory quarantines, expecting the program to welcome between 200,000 to 300,000 travelers this month alone.

A travel insurance plan with COVID-19 protection worth at least $50,000, proof of payment for at least two nights of accommodations and downloading the government tracking app MorChana are also required.

“It’s a fine balance between tourism recovery and public health,” said Marisa Sukosol Nunbhakdi, president of the Thai Hotels Association. “We have to create confidence among the Thai society as there’s still a large group of people hesitant about foreign travelers. If other nations are still hesitant they can come and look at the Thai Test & Go model.”

Delhi to get a Bollywood Park and a host of other new parks

 South Delhi is soon going to get a Bollywood Park in Jangpura. Furthermore the South Delhi Municipal Corporation has also announced that there is going to be a Dinosaur Park in Sarai Kale Khan. The theme parks are going to be made out of scrap material.

The dinosaur theme park is going to be named Waste to Wonder Park, while there are talks of opening a Azadi ka Amrit Mahotsav themed park as well at the Shaheed Park in ITO. The Municipal Corporation is also planning to start a phase-2 development of Bharat Darshan Park in Punjabi Bagh.

The Bharat Darshan Park will have replicas of monuments and historical sites from 14 states that were left out in phase-1.

There are going to be 17 more replicas that are going to cost INR 51 crore, which is likely to include Sirpur Temple, Basilica of Bom Jesus, Lepakshi Temple, Sheesh Mahal, Patiala Punjab, and Rang Ghar. The proposal says the park should represent all the states, and ensure that tourists do not feel that their state is excluded from the list.

The Bollywood Park will be home to different sides of the film industry, which includes blockbuster films, and also iconic characters. The park is all set to show visitors the history and the journey of the Indian film industry with the help of murals, figures, sets, and scenes.

Economic Survey: Indian aviation sector has started to rebound

 The Indian aviation sector has started to rebound with accelerated pace of COVID-19 vaccine roll-out and easing of travel restrictions globally, stated the Economic Survey released on Monday.

In 2021, the Centre took various initiatives to boost the aviation sector which included calibrated opening of the domestic sector as the first wave of the pandemic ebbed and introduction of air transport bubbles or air travel arrangements with specific countries, it mentioned.

"The domestic traffic in India has more than doubled from around 61 million in 2013-14 to around 137 million in 2019-20, registering a growth of over 14 percent per annum," said the Economic Survey released by the Centre.

The Survey stated that the Centre in 2021 also took other steps to boost the Indian aviation sector such as disinvestment of Air India, privatisation, modernisation and expansion of airports, boost to the regional connectivity scheme - UDAN and incentivisation of maintenance, repair and overhaul (MROs) operations.

UDAN is a regional airport development program of the Indian government and part of the regional connectivity scheme (RCS) of upgrading under-serviced air routes, it mentioned.

"Till launching of UDAN in 2016, India had 74 airports having scheduled operations," it noted.

However, within four years under UDAN, four rounds of bidding under RCS-UDAN have taken place and 153 RCS airports including 12 water aerodromes and 36 helipads have been identified for operation of RCS flights, it stated.

"During the last four years after commencement of the scheme, 948 valid awarded routes have been allotted to various airlines and out of which 389 RCS routes connecting 62 unserved and underserved airports (including six heliports and two water aerodromes) have been operationalized so far," it mentioned.

With the help of these supportive measures, India's aviation sector is on the path of gradual recovery from the turbulence caused by the COVID-19 pandemic, it stated.

Also, the government has liberalised Drone Rules in August 2021 and released PLI (production-linked incentive) scheme for drones in September 2021, it mentioned.

The Unmanned Aircraft Systems (UAS), also known as drones, offer tremendous benefits to almost all sectors of the economy and can become an important propeller for growth due to their reach, versatility, and ease of use, especially in India's remote and inaccessible areas, it noted.

"The policy reforms will therefore catalyse super-normal growth in the upcoming drone sector. A resurgence of the sector is foreseen as a result of swift measures adopted by the government and industry," it mentioned.

"With the accelerated pace of vaccine roll-out and easing of travel restrictions globally, Indian aviation sector has started to rebound," it noted.

Despite the travel restrictions, the total passengers carried in October 2021 reached 99.58 lakhs, which was approximately 68 percent of the pre-Covid level of 146.25 lakh, it mentioned.
